Do/ Does Rice or both the first and last name...?

Does Tamir or Rice or both the first and last names suggest he is a black?

When I wrote the above sentence, I was not sure whether "does" is correct, because "Tamir" is singular, but "both the first name and last names" is plural.

Should I use "does" or "do" in this case?

I was reading a thread in other forum. Someone was asking whether or not Tamir Rice was black. Another poster responded that a person with such a name is probably a black.

I was curious why the poster was able to judge he was black via his name if without other reference i.e. relevant report. Thereof I created a thread about it, and Blue Jay
