Do both sentences mean the same thing?

?1.?The atomic bomb was massively powerful, so as to kill hundreds of thousands of people


2.?The atomic bomb was so massively powerful as to kill hundreds of thousands of people


Do both sentences mean the same thing? and does "so as to" not mean "in order to" in the first sentence?
