I don't think it is a good practice to use two ifs when one can serve the purpose.

One 'if' is certainly not going to work in Anonymous's rewritten version, without the word 'are'--as in: 'Do you know if they...are still dating?'

The correct answer to the test question is 3.

Doesn't sound English to me (a native English speaker.) Nor am I convinced that it's grammatically correct, since the lack of verb links "got" to "dating", which makes no sense.

I believe both of the following would be acceptable:

1. Do you know if they are already engaged, or if they are still dating?

2. Do you know if they are already engaged, or are still dating?

What is implied in number 2 is 'if they', not 'if' or 'they'. "Do you know if they are already engaged, or [if they] are still dating?"
