Do all of them have the same meaning?

Hi teachers,
Do 'a', 'b' and 'c' have the same meaning?
a) What sort of state were Peter's clothes in?
b) What did Peter's clothes look like?
c) How were Peter's clothes?
They were in a terrible state.
