Districts won

Most Republican contests are winner-take-all, but most Democratic contests are awarded proportionally, based on the number of congressional districts won.

The comma should not be omitted, right?

Is won a past participle refers to districts?

Thanks

Is won a past participle that refers to districts?
Yes. This is called Whiz-Deletion, that is, the deletion of a wh- word like which or who and a form of to be (like is). wh- + "is" = Whiz!

districts won = districts which are won
