Hi, does "distribution" related to voter has the same meaning when it "distribution of seats"?

I interpret this as follows.
eg A party can win all 308 elections without winning the total popular vote.

You're probably right, Clive. It can mean "distribution of voters with respect to party."
I had assumed "with respect to district."
