Distributed in people

Is it correct that 'He distributed the powers in those people'? I talk about magic powers, so it's a grammatical question because according to my knowledge, "among" must be used after the word "distribute," and I don't know if "in" can be really used instead of it. It is so because I want to express that this somebody practically hurled these powers into the bodies of these persons, they didn't hold them in their hands, after all.
