Dissolved meaning?

Hi, What is the meaning of dissolved in the following text?

After finally reviewing Judge Johnson's order, the appellate court agreed that the refugees were protected by the due process clause and therefore entitled to counsel (lawyer). The supreme court stay was now officially "dissolved"as lawyers said. Yale team (lawyers) again had access to the refugees.

Taking into account that according to the text the supreme court stay is issued after appellate court decision, I don't understand why the stay is dissolved? Is there any rule in this respect? I highly appreciate comments and observations.
