Disputed as

As I was reading Eliot's Journey of the Magi, I found a sentence in Manju Jain's book ''A Critical Reading of T.S.Eliot's Selected Poems'' which says in the reference to the Magi who are fromthe east-

The 'east' referred to in Matthew has been disputed as designating Mesopotamia, Persia, Arabia or Babylon.

Does it mean that the 'east' in Matthew referred to these countries and this reference has been disputed or 'east' there referred to someplace else which has been disputed and discarded in favour of these mentioned countries?

I'm confusing them.

Please help!!

It means that all four places have been suggested as the location of "east", and people do not agree which one it really is. For me, the structure of that sentence is slightly imperfect.
