Disposing or disposal?

Please look at the following question.

"Environmental activists encourage people to recycle food waste instead of _____ of it with the general trash"
(A) disposing (B) disposal

The correct answer is (A) disposing. I don't know why (B) disposal can't be the other answer. Please look at the following other examples.

eg) The disposal of surplus property is within guidelines issued by the Department.
eg) The disposal of radioactive waste is one of the big problems.

Because there is no article like "the" in the sentence in the question, can (B) disposal not be an answer?
Couldn't someone explain to me why (B) disposal can't be the other answer?
