dishing out for

Hello! Can't figure out who was handing out hot chocolates, Santa hats... Can't be the parents, can they? The hawkers probably?

"With parents dishing out for hot chocolate, Santa hats and Styrofoam antlers, it didn't seem a global economic crisis would keep them from spending this Christmas."

Thank you.

Sounds like the parents are buying the items. Dishing out, in this context, sounds like "paying for". It also implies that they are spending a lot of money.
