Disenfranchisement

Does "disenfranchisement" always mean denial of right to vote? I have given an article of mine the title "Dispossession and disenfranchisement: existential threats to the national minorities".

By "disenfranchisement" here I wanted to mean a general denial of rights to the minorities.

I would very much appreciate your comments.
