Discern

From Cambridge Dictionary "discern" means ""see, understand or recognize something not clear".

How about "listen"? Any specific term for listening to and being able to recognize some sound if the background noise is loud?

A very everyday expression for "discern" is "make out", and it too applies to both 'look' and 'listen'.

We could only barely make out the shape of an elk in the distance because it was so foggy at the edge of the forest.
I was able to make out what she said even though it was very noisy in the metro station.
