Disadvantaged - adj & verb?

Here's the definition of disadvantaged: not having the standard of living conditions, education, etc. that most people have.

The dictionary provides its adjective meaning only.

But, I found this sentence.

They will be greatly disadvantaged in their dealings with Asia and Asians.

Q) I don't think it is used as an adjective but verb. If so I don't find its verb meaning in the dictionary. Then I take it as a new usage?

Additional question, which is correct? I don't think it is used as an adjective but verb(#1) or I don't think it is used as an adjective but as a verb(#2).
