Directly VS Indirectly

Hello, I am trying to answer questions on a case study about climate change. The question says to make two lists and identify the issues in the scenario that will affect the criminal justice system and the police directly and indirectly. I'm not completely understanding what it means by directly and indirectly. I believe that directly is saying that it would affect something immediately. If so, does indirectly mean what it would affect in a different way?
