Is my direction too long and complicated? is there a better way? The only thing that must be in the direction is the tense 'simple present' 'future', or 'simple past' etc.

Isn't better to say, circle the letter of the correct option to complete each sentence since it it a multiple choice test.-- 'Answer' is fine and 'option' is fine. 'Answer' is an easier word for low-level students to understand.
By the way the word 'option' is much better for Spanish students because in Spanish the word is very similar 'opción'. That is why I asked you. See now you may know a Spanish word.
Good point about opción -- that is the sort of thing that I do not realize until I have taught students of that particular L1 for a long time. By the same token, Spanish includes the words completar, completo, completamiento, y completamente, so your students should have no trouble with 'completion'.
Yes, that's OK, too. However, I think it makes the instruction longer and more complicated, and the test too regimented, if you insist on their circling only the letter. Let them circle the letter or the word or both if they want to, just as long as they choose the correct one: Circle the correct option to complete the sentence.
