Direction Doubt

Hi teachers,

I have this exercise for the students:

Information: Express a recomendation in not doing somenthing

They ............. smoke in this area.

Circle the leter of the correct option.
A. mustn't
B. can't
C. haven't
D. shouldn't

A couple of questions:
a) Is the word 'information' necessary?
b) Without it, do I have to write anthing else in the sentence to make it clearer?
