Direct vs Indirect speech

1. Indonesia disaster agency said at least 48 people have been killed from the latest quake but that the figure could rise.

2. A minister said that communications had been disrupted and that the runway on the city was damaged.

Could you please explain as to how sentence number one is having first part of past structure and in the second part it has present passive voice structure.
