To exactly express the words that were said, it should be "The teacher asked Kyaw Kyaw if he would not come in". However, with the inclusion of "not", this is verging on the hard-to-understand. Often the reported speech would be abbreviated, even down to "The teacher asked Kyaw Kyaw to come in".
