Direct speech & indirect speech

(1) Judy said to me, "I'm planning to go to London (Direct speech)

(2) Judy told me that she was planning to go to London (Indirect speech)


What about this sentence ? Is it okay to use 'say to' instead of 'tell' at indirect speech ?Do we have to use 'tell' at indirect speech ? ex) Judy said to me that she was planning to go to London (??)
