Direct function of the capability

Hi~ I don't understand what is the meaing of the phrase underlined below, esp. the red part.

I don't understand the relation of the "function" and "the capability".

This could also have been said (more accurately I'd say) as

... will be in direct proportion to the capability of the public schools ....

In other words,

If the public schools have a great capability to provide an adequate education equitably, the Commonwealth will be stronger; if they have only a small capability to do this, the Commonwealth will stay weaker.

Or, more briefly,

The more capable the public schools are in providing an adequate education equitably, the stronger the Commonwealth.
