Direct and Inderect speech

Hi,

This is a question from an exam I gave yesterday, I'm pretty determined that the answer is (1) but the correct answer was (3).
I want to make sure that I'm right before making any objections.

He said to me, "Wait until I return".

He told me ... until ... .

1) to wait / he returns
2) wait / I return
3) to wait / he returned
4) wait / I returned

She said, "I am happy." She said that she was happy.
He said "What until I return." He said to wait until he returned.

However, I would not call #1 wrong. If he said it in the past but he has not
