dip over

The Northeast and Great Lakes will miss out on the warmth over the west. The East Regional News reports that a cooler pocket of air has forced the jet stream to dip over these regions.

Two questions.
1. Does the jet stream refer to the warmth?
2. what is "dip over"? I can't find the phrase in my dictionary.

No. The jet stream spoken of here is a band of strong, constant wind at high altitude that circles the globe from west to east in the northern hemisphere. It present a barrier to the colder air at the north pole trying to come south. To say that the jet stream dips over an area means that its path veers south
