Can I say,

(a) He is digging with a hoe.

(b) He is digging a hole with a hoe.

I'm not one who gardens much, but you dig a hole with a shovel. A hoe is not a great digging tool.

I have no problem saying "He's digging with a hoe." I would assume he's digging out the dirt to plant seeds.

I'd prefer "He's working the soil with a hoe" or even "He's hoeing the garden."
