Difficulty understanding this piece of audio

A friend of mine asked me to transcribe a large piece of audio for him. The audio quality is quite bad and there're multiple speakers so I'm struggling with this. While the entire audio is over 30 minutes long, I've here submitted only a 2-minute segment of the original file.
