Difficulty understanding the meaning

I have difficulty understanding the following sentence.

When she didn't answer the phone, I resorted to calling up to her from the street.

What do you mean by "calling up to her" in the sentence?

I resorted to calling up to her from the street.

I was in the street.
She was at a higher level, eg in an apartment on the second floor.

'Called' here does not mean on the phone. It means that I shouted, hoping that she would hear me.
