Difficult to under stand the meaning of the sentences

Could any one Tell me the meaning of Following sentences

1) There is no cause for which I am prepared to kill

2) I thought of calling general commission . I think I could guarantee that they would recommand the act be repealed

Agreed. " Recommend that the Act be repealed" is a perfect construction. It just didn't quit fit in the original sentence which had that "muddled" feel to it.
