Difficult sentence

I'm sorry if I seem very stupid but...

I had difficulty in understanding the following phrases:

- YOU SAID IT'S ALL CIRCLING THE DRAIN... THE WHOLE UNIVERSE.
- THAT'S RIGHT.
- HAD TO END SOMETIME.

The two men are talking about the army destroying the worlds and planets.
