1. The questions on this paper are too difficult to 10-year-olds.
2. The questions on this paper are too difficult for 10-year-olds.

something is difficult to do, whereas something is difficult for a person to do.
the second sentence is correct, and in full, would be:
This test is too difficult for 10 year-olds to do (but we usually leave out the "to do")
