difficult expressions

I came across this sentence and don't undertand the meaning of the phrases in bold. Does subjected individuals mean witnesses?  I could not find 'immediate character'.

In an inventory carried out with the help of interviews with approximately 300 subjected individuals, I could localize 45 different actions with the immediate character in the beginning of the 1980’s.

"subjected individuals" may mean individuals who have been subjected to something previously mentioned. It is not very good English in my opinion. It is not clear to me what "immediate character" refers to.
