difficult expression

Can somebody help me with the script of this podcast?http://downloads.bbc.co.uk/podcasts/radio4/today/today_20141009-1120a.mp3 .
At 0:08-0:09 the interviewee uses an expression to communicate the idea that the situation might be getting out of hand:
"What is needed, what has to be done? I think that it's very important that people understand that this country is ----, I think that's the basis of the UK government's decision over the last few weeks to make major investments and ..."

it's a podcast from bbc radio 4 "Money alone not enough to stop Ebola" if you type it in google you might be able to find it
