differnce between "were smb" and "had been smb"

Hi! I was confused by the phrase:

Harry's dead parents, who had been a witch and wizard themselves, were never mentioned under Dursleys' roof.

Why she has "who had been a witch and wizard" construction? Why "who were witch and wizard" can't be instead?
