differnce between THAT and WHAT?

Hello, today i gave these sentences to my student and she quite dint get it. I MEAN WHAT I SAY.. she came up with I MEAN THAT I SAY. I intuitively know that its WHAT and not THAT. However, i was not able to explain to her. Also she wanted the difference between WHOM and WHO?? Please help as a trainer these answers need to be in the tip on my tongue..
