Hi,

Assume that Tom had to arrive at the airport at 4 pm.

He arrived on time. This means he arrived at 4pm.

He arrived in time. This means he wasn't late. Maybe he arrived at 4 pm. Maybe at 3.55, or 3.45, or 3.30.
