Different uses of "the"

I have encountered two sentences that appear to be very similar, but where the use/appropriateness of "the" seems to be very different.

A. She is engaged in the development of AI platforms.
B. She is engaged in the research into AI platforms.

In A., "the development of AI platforms" is an OK phrase even if the topic of that development is being mentioned in the text for the first time. (Of course, leaving "the" out is OK, too, if this is the first mention of that development, but I think most people would include it.)

However, in B., "the research into AI" can be used only if it follows a previous mention of that research. We can't say "She is engaged in the research into AI platforms" if this is the first mention of her research.

I suspect this has something to do with what comes after "development" and "research," because cutting off "of AI platforms" in A and just saying "She is involved in the development." suddenly makes it unacceptable as a first-mention sentence, too.

However, the grammatical reason for why "the" is acceptable in A but not in B as first-mention sentences is beyond me.

Any ideas appreciated.
