Different time of tense

I want to know :
When should I use past tense
and
When should I use present perfect tense?

But I have ever seen some past tense sentences
Without time , can you guys tell me why is it like that?

Past Tense: When the action was done and finished in the past ex: I lived in London. Present Perfect Tense: When the action was done in the past but still unfinished. I have had the worst nightmare ever (in the future, I might see a worst nightmare)

Past Tense:
When the action was done and finished in the past
ex: I lived in London.

Present Perfect Tense:
When the action was done in the past but still unfinished.
I have had the worst nightmare ever (in the future, I might see a worst nightmare)
