Difference when you add "while"?

Hello,

This might sound a stupid question but what's the difference between:

1. She was spotted while leaving the gym today
2. She was spotted leaving the gym today

Also, is the second sentence a bit less "formal"?

For me, (2) tends to more strongly suggest that the fact she was leaving the gym is the thing of most interest, rather than that she just happened to be doing that when she was seen.
