Difference in the meaning of 'verb' and 'would + verb'

Consider the below examples:

1- I think that public transportation reduces the volume of traffic.

2- I think that public transportation would reduce the volume of traffic.

What is the difference between two?

Thanks in advance.

Here's one way to look at it. The speaker in sentence 1 appears to be speaking from his own experience of how public transportation has been working. He has actually noticed the effects of public transportation.
