Obscene remark is the one which is inappropriate to be said in public.

Obscene remark is the one which is inappropriate to say in public.

It(an obscene remark) is inappropriate to say in public.

It is inappropriate to say it(an obscene remark) in public.

How do the above sentences differ from one another in meaning?
