Difference in meaning?

Can somebody tell me what is the difference between this 2 sentence:

1. Mr B. is to arrive at 9 am tomorrow.

2. Mr B. is arriving at 9 am tomorrow.

Can somebody tell me what is the difference between this 2 sentence:

1. Mr B. is to arrive at 9 am tomorrow.

2. Mr B. is arriving at 9 am tomorrow.

As statements of what is planned, no difference is intended.

But in another context, #1 can as be seen as an order.

You can also say "Mr. B. is about to arrive".

There's only a slightly difference in meaning. I also think that the first sentence is more likely to be said in formal occasions.

1. Mr B. is to arrive at 9 am tomorrow.

2. Mr B. is arriving at 9 am tomorrow.

the focus is on the plan.

But if

Yes, but eventually we are focusing on the arrival of Mr. B.

MR. B is to arrive / is about to arrive / is arriving - All indicate the same meaning with a slightly difference among them. However, I do agree that "is about to" probably indicates he's arriving soon.
