difference in meaning

What is the difference in meaning between :

Why were you absent for 7 days?

Why have you been absent for 7 days?

Also, could you tell me whether the word (absent) is verb or adjective?

Ten years later you could still ask 'Why were you absent for 7 days in 1997?' but you couldn't ask 'Why have you been absent for 7 days in 1997?'
