He has stopped to play.
The first means that he is not playing anymore. The second means that he has interrupted what he was doing in order to play.

The form(s) you can use depend on the verb. Whether there is any difference in meaning also depends on the verb. For example:

"He has stopped playing." -- He doesn't play any more.

"He has stopped to play." -- He stopped doing something else in order to play.

"He has started playing." / "He has started to play." -- Mean much the same thing.

"He enjoys playing."
