Difference btw about and of

' In all the three formulations given... it is plain that the question is one about morality, but it is important to observe that it is also itself a question of morality.'

Hi, I don't really get this sentence. what's difference btw the first part of the sentence and the latter of the sentence? Please help! Could someone show me the clear distinction between about and of?
