Difference between would and would have

In the following sentence how will the meaning of the sentence change just by replacing the word "would" with "would have" : "It would/would have been better if you had mentioned the usage of the idioms along with the meaning."I often get confused with the difference between them.
Can we use "would" twice in a sentence that has "had"?

Why in the given sentence the word use and not usage should be used?I know that it is a conditional sentence but my main question isn't about that.I wanted to know whether in a conditional sentence 1.we can use would twice and 2.whether the meaning changes when we replace it with would have.Hope I was able to clarify.

Iam not talking about just this sentence I meant whether in a certain conditional sentence is it grammatically possible to use would twice to talk about two consequences.
