"Tell" can take an idirect object, but "say" cannot:
"I told him to come." (good)
"I said him to come." (bad)

For this reason, "tell" suggests direct communication with a listener or listeners, whereas "say" may be used with or without a listener:
"She told us a story."
"She said her prayers."

"Say" is commonly used when quoting; "tell" less often:
