"have not to" is rarely used these days. You may find it in older literature, however.
I always use "don't have to", and I don't use "have not to".

actually the difference is that when "have" is alone in a sentence it is considered the main verb but when it is with an other main verb then it is known as helping verb for example.
1, i have a pen.
2. i have done my work.
in the following sentences we observe that in first have is main verb but in second have is with another verb it is helping verb.
