Difference between that and which

I have found following sentence in a book.

In fact, a fifth are considered to actually weigh less than is considered healthy.

To get a good understand of above sentence, please someone tell me if the meaning of following sentences are true or not and what is the most suitable sentence to replace above first sentence.

In fact, a fifth are considered to actually weigh less than the weight that is considered as healthy.

In fact, a fifth are considered to actually weigh less than the weight which is considered as healthy.
