One expert explains this way: (l) talk with = two people speak with each other on an equal basis. For example: May I speak/talk with you about a problem I'm having? (2) talk to = one person does most of the talking.

Anonymous"Talk with" actually sounds extremely awkward, weird and unusual, from a British perspectiveI wouldn't go that far. We normally talk to people; 'talk with' is not the first choice for most of us, but it doesn't sound that strange.
Talk with someone should be a 2 way conversation in my estimation means you have available choice of interjecting an option or disagreement..
Talk to someone would be like talking to a child or grown up with out interjecting any disagreement or option.. this is what it is !!!! example you will be given a good talking to!!!!! (fine line consideration)
