Difference between social and cultural

What is the difference in meaning between the adjectives social and cultural?

For example, in politics you often here about the economic and social reforms. In politics comparisons are often made between two political parties based on what they stand for politically and socially. I wonder why they choose the word social here and not cultural.

Thank you
