Difference between so and very

Hello,
I have a question about the following sentence.

Nancy was surprised that the price of meat in Tokyo was very expensive.

In this sentence, some said "very" should be "so" because "very" sounds unnatural there.
I thought "very" and "so" have almost the same meaning, and in this case both can fit well. So, if anyone knows why "so" should be better, could you let me know?

I don't have a problem with "very", but I do have a problem with describing price as being expensive . Try, Nancy was surprised that meat was very expensive in Tokyo. Nancy was surprised that meat was so expensive in Tokyo.

Nancy was surprised that meat was so expensive in Tokyo.

Roughly,

so expensive ~ surprisingly expensive; more expensive than Nancy expected
very expensive ~ extremely expensive; more expensive than in other cities

It's the word "surprised" earlier in the sentence that makes people want to say "so" instead of "very". Most expressions of emotional reaction cause the same

prices can be high or low, but prices cannot be expensive.

very sounds good, and don't worry about changing it.
